History
The Neighborhood Outreach Connection (NOC) is a non-profit organization established in 2008 by Dr. Narendra P. Sharma. Over the past 14 years, NOC has played a key role in bringing resources, services, and technology into underserved neighborhoods through its learning centers. This model has been replicated six times over and Lynchburg, Virginia will welcome the newest learning center in the heart of Waters at James Crossing.

While many apartments are being renovated, one apartment will be remodeled into a learning center for after-school tutoring and adult classes. It will serve as the hub for other resources that will be brought into the community like health services and workforce development.
A Board of Directors has been formed to include Lynchburg-area professionals whose goal is to further the success of Dr. Sharma’s work.
The NOC Story
NOC’s presence in underserved neighborhoods, in conjunction with its core programs (education, health services, and workforce development), allows NOC to build strong relationships with the people who live there. The idea is to bring support to the people where they live. This is what separates NOC from other service providers. View the video below to learn more.
