In 2021, NOC at Waters of James Crossing incorporated as a 501(c)(3) nonprofit organization in Virginia and is in the process of replicating the NOC program at Waters at James Crossing.

Reaching Out - Empowering People
Empowering people. By bringing resources, services, and technology inside the neighborhood - all built on a strong presence in the neighborhood where people live.
Creating opportunities. Through the neighborhood Learning Center, providing technical and education programs for children and adults.
Enriching communities. Building a strong sense of community and personal responsibility.
Improving the quality of life. Through health screenings and health-related workshops conducted inside the neighborhood by local partners.
